For me this song "A year without rain" means that a girl who misses a boy. She misses him so much that she feels that even if one day she does not see him, she will feel as if it is a year without seeing him.

THE MEANING
The title could easily have been inspired simply by everyday life in Scotland as, after all, it's a country well known for its wet climate but the lyrics take us to a far darker place than a wet day in Glasgow.
The lines, `Why does it always rain on me? Is it because I lied when I was seventeen?' are almost comical but it soon becomes painfully evident that the person asking the questions in the song isn't seeing any humor in life at all.
